Almost quietly, Spain has become one of the world’s major producers of legal cannabis. National output reached 51.3 tonnes in 2024, up 42.5% on the previous year, placing the country among the eight largest producers on the planet. The vast majority is destined for export.
A new medical framework, at last
Royal Decree 903/2025 has, for the first time, regulated the medical use of cannabis in Spain. It governs the prescription, preparation and dispensing of standardised preparations, with a defined THC and CBD composition, under the supervision of the AEMPS, which maintains a public register and guarantees traceability.
Potent production, restricted access
The framework limits prescription to hospital specialists – community pharmacies are excluded – and to cases where conventional treatments have failed, with indications such as spasticity from multiple sclerosis, certain refractory epilepsies, chemotherapy-induced nausea or stubborn chronic pain. Patient associations estimate that between 200,000 and 500,000 people could benefit, but real access remains very limited and home growing is not contemplated.
This creates a paradox: an industrial power focused on export alongside a still-emerging domestic market. Like France, Spain is launching a pharmaceutical-style medical model, without flower.
An opportunity for the professional channel
For producers, laboratories, distributors and investors, the message is clear: Spain has the capacity, the climate and a regulatory framework under construction. Whoever understands the rules of the game first will gain the advantage.
